You mean to tell me that this guy who appears to own a full service restaurant was paying everyone minimum wage? The audacity of the big bad government regulations making him pay his employees a living wage.

As others have pointed out, the restaurant minimum wage is a lot lower than the regular minimum wage. You are supposed to make up the rest in tips. However, if you work in a restaurant in a cowtown, you never will get close. Which means that all you will make is minimum, because the employer has to make up the difference. Ask me how I know this. Back in those days you didn’t have to report your tips to your employer, so they could “assume” you made at least minimum wage. Which is why you have to report them now. Not so the IRS can get you, but so you don’t get robbed in cowtown.
